"I think without a change, we're going to see an escalation of these tactics, and we will be dealing with a kind of a return to the past," the ACLU said.

"The [war] in Ukraine is exposing the flaw in deterrence theory, revealing the truth that large nuclear arsenals do not make the world a safer place.”
